Difficult Decisions Dear President Bush and Congress: I have written you to discuss our national budget and the inherent problems in our fiscal policy. Although I am not the best informed on this subject I think my opinions and ideas are relevant. I have several ideas for both raising more capital and lowering government expenditure. I believe action must be taken on both fronts to curb our national debt before it adversely affects our economy. I will first share my ideas on lowering government spending. First and foremost I believe we must lower defense spending and downsize our military. We have the most powerful military in the world and can afford some budget cuts without risking national security or global standing. We must also cut spending on the home front. I believe we should lower welfare payments and encourage people to find jobs instead of relying on the government. We should also give tax incentive to wealthy citizens to give up their U.S Bonds therefore lowering the Federal Debt. Also the wealthy should be eliminated from the Social Security System. The second part needed for responsible Fiscal Policy is the generation of income. Our Governments main source of income is taxes and therefore some taxes must be raises to curb the deficit. Taxes on gasoline and cigarettes should be raised which would generate more Income and lower our nations dependence on them both. Also I believe that Marijuana should be legalized for personal use and taxed and regulated by the Government. The possible income from this method is large and also eliminates the criminal element, cutting cost in Law Enforcement and Imprisonment. Three levels of analysis, each with its own distinct strength, reveals three different ways of understanding international relations. The first states that all nation-states behave similarly, the second emphasizes the unique internal factors of a nation-state, while the third level of analysis focuses on the individual deciding a state’s course of action. Each level of analysis is useful in the study of international relations. Indeed, used all together, it is not long before arriving at a point where a vast number of explanations for the actions of a country are brought to light. However, to best understand international relations, one level of analysis is more useful than the rest, because it provides the most comprehensive investigation into the conditions which influence a nation’s actions. This, most involved level, is the third level of analysis: it takes into account the not simply the individual who ultimately makes the decision, but the individuals who influence the decision-making individual, as well as what might influence those who exert their influence. Because the third level of analysis is so in-depth, it can discover the deeper reasons behind an action taken by a nation, even possibly finding fault in a conclusion made by the first or second level of analysis. More so, what makes this level the best means to understand international relations is that because the third level of analysis considers what influences might effect the decision-making individual, and therefore it can be seen upon a closer examination that the inferences found in first and second levels of analysis can furthermore be found within the third level of analysis. Unlike level one and level two, the third level of analysis can go beyond the assumption of a monolithic state. In addition, it can do so without losing the ability to consider the state as such. Depending on the model used, the level three analysis can either probe into a deeper dimension to seek out the reasons for a state’s behavior by looking at different groups that influence the decision maker (as in the organi... ...lusions about how and why a county may react; yet, to fully understand what drives these actions it is necessary to take a level three approach. It probes into the depths of the decision making process and exposes the limitless possibilities created by influences and perceptions. And it does this without losing its capacity for a simple approach; thus, giving it a distinct advantage over the other two levels of analysis. Using the chess game analogy, it can focus on each of the individual pieces used in the game, or simply the person playing it. In addition, another advantage of the level three analysis is that it encompasses all the basic elements of the first and second levels because of its capacity to examine the perceptions of the individual originating from their individual applications of the first and second levels of analysis. The level three analysis cuts to the core of the decision making process, and afterall, countries take the course of action that their leaders dec ide. It is only at this level that a full and completely comprehensive understanding can be reached; and therefore, the third level of analysis is the best approach to the study of international relations.

Acheivements of the Mayans

Plan of Investigation The research paper will be on the achievements of the Mayans. The research question developed for this paper is â€Å"How did Mayan achievements lead to the development of the empire? This paper will be focusing on how the achievements of the Mayans led to the development of their civilization. This will not look into the fall of the Mayan empire but will look into where the Mayans came from and the beginning of the Mayan empire. All sources in this paper are secondary sources. The paper had chosen its sources by evaluating their information on how much they explained on Mayan achievements.Some of the paper’s sources also talked about the locations of the Mayan empire. Some main ideas of the paper would be Mexico which is where the Mayan civilization was and will be covering major achievements like the three hundred and sixty five day solar calendar and the Mayan language which consisted of hieroglyphics. Summary of Evidence The Mayan civilization is a v ery complex civilization, established in the Pre-classic period (2000 BC – 250 AD). Mayans were very artistic and achieved many artistic achievements. Classic Maya art spanned the centuries from the time of Christ until about 1000, and had its home in central Yucatan, bounded on the south by the Guatemalan highlands and on the north by a flat and dry limestone plain. â€Å"Mayan ceramics were used as currency, tableware, and offerings to the dead. Pottery was also decorated with rituals, myths, and hieroglyphs. With Mayan artistic abilities they developed a writing system. The Mayans had scribes who were trained at their writing system. Scribes usually had many pens in their hair dress. The writing system was so hard to learn not every class knew it. On the other hand, the Classic Maya had a system of written hieroglyphic script, largely syllabic in nature, which, although once considered astronomical or religious in content, is now considered primarily dynastic and politica l. † The language of Ancient Maya was written and was complex. The writing was containing pictures. The language was so sophisticated that only few members of the higher class were able to read it. The writing was commonly carved into stone. The Tang dynasty came into existence after the collapsed of emperor Yangdi’s imperialist reign which unified China, and his death in the hands of his own trusted aid in 618 A. D. From the rubbles of rebellion and war against the emperor, a powerful General named Li Yuan; Duke of Tang and chief officer of Taiyuan City, emerged as the man of the hour. General Yuan joined the rebellion against the emperor and reestablished order and the authority of the central government when the smoke of rebellion had cleared. He became the founder of the Tang dynasty and reign as Tang Gaozu. Li Shimin (Tang Gaozong) on the other hand is the second son of General Li Yuan. Being thoroughly trained in martial skills and was very much acquainted of the administrative procedures he has acquired primarily from his exposure when his father was the principal commander of the Sue dynasty, appointed to command the army facing the Sue remaining forces, at the age of only nineteen. David Graff described his military skills as â€Å"one case where the use of the word genius does not seem at all inappropriate† Li Shimin was highly successful in his career as a military general and his military strategy according to Graff â€Å"is worth noting. † Before he became emperor in 626, he has displayed contrasting behavior with regard to his strategy, which was extremely cautious, and when he is in combat in which he always places himself â€Å"at the head of the final, decisive cavalry charge†¦. † How Well the Respective Career of the first two Tang Emperors fit to the Chinese Proverbs on Empire Building and Governance and Model to this Proverb. The proverb maybe fits rightfully to the first two Tang emperors in terms of the way they acquired the empire and how they built it to become the most prosperous and most powerful country in the world during this time. It was during the reign of these two emperors that China experienced its glorious period as their economy, culture, politics and military might attained an unequaled superiority level. Tang Gaozu seized the imperial power after a bloody rebellion that took the life of emperor Yang that mark the end of Sue dynasty, while it heralded the coming of a new dynasty under the able military leadership of Li Yuan. The reign of Tang Gaozu as the first emperor of the Tang dynasty spent its reign mostly in subduing the remaining forces loyal to Emperor Yang in different provinces and cities of the whole country. All throughout his reign he was facing major problems relating to the threat of war by the Eastern Turks and the Tibetans who posed serious challenges to China’s security, and major invasion was a constant possibility. Until his last moment in power however, Tang Gaozu’s hold in China was not sufficiently secure to risk committing the forces to war against the Turks, thus, his reign can be characterized as more on military maneuvering in order to survived the different challenges the empire were facing. The Emperor then being the chief of the military forces assigned his sons and relatives to command forces numbering thousands, and all throughout his reign, the empire did not perform political and economic activities; it was purely military that characterized this particular reign. That means, Emperor Tang Gaozu ‘conquer the empire on horseback’ but it was his son Li Shimin who ‘built the empire from horse back. ’ Tang Gaozu spent his reign in conquering the whole empire that was broken into many independent forces loyal to the former emperor. This situation has indeed proved to be difficult as the empire was unable to wage war against the Turks and the Tibetans. According to Warren Cohen, â€Å"Gaozu had little choice but to buy peace;† however, what Tang Gaozu had failed to accomplished, his son did. Tang Gaozong also known to most Chinese historians as Tang Taizong, came into power in 627. His ascendancy to the throne was not at all smooth and easy, rather marked by his murderous scheme in connivance with some of the high-ranking military officials particularly those in-charge of the palace gates. Xueshi Guo noted that Li Shimin found himself at a â€Å"disadvantage in challenging his brothers,† to be heir to throne. After getting support from some powerful military generals, he staged a military coup against his brothers in 626 after which he killed both his brothers. According Guo, bare two months after the successful coup, â€Å"Gaozu was forced to to appoint Li Shimin as his successor and two months later he handed over his power completely to Li Shimen. † Taizong Ascended to the throne in 627, which marked a new era for the Chinese society. Having warned by the officials who recalled the disastrous consequence of Sui Imperialism, they urged the new emperor to concentrate on domestic affairs. Warren Cohen noted that Taizong or Gaozong listened to their advice and implements a more diplomatic policy in relation to the Turks. Because of this diplomatic policies, Cohen Pointed out â€Å"in due course China was prosperous again, its people well fed and responsive to his rule. † Taizong was indeed a great leader but he was moderate in his expansion policies compared to his father who. Taizong had more time to economic activities that bolstered China’s growing prosperity, he re opened trade routes, and the eliminations of tolls once exacted by those who had previously controlled passage across central Asia. Cohen further noted, â€Å"Student of Tang history will note the peaceful expansion of China’s contacts with rest of the world during Taizong’s days on the throne and China’s power and wealth attracted people from all over Asia, the Middle East, and Africa. † Based on these historical accounts, the implication of the Chinese proverbs rightly fits these first two Tang emperors. They were both powerful military ruler. Li Yuan curved out the empire on ‘horseback’, that is; through rebellion and war, and reestablishing the empire through conquering every forces that challenges the new power, while Tang Gaozong or Tang Taizong, the successor, strengthened the empire and brings more prosperity, stability and peace through a more enlightened civil and military administration. They may have some difficulty to be model of this Chinese proverb, for some reason. Both had acquired imperial power through violent means. Li Yuan had staged a rebellion against the emperor Yang and had perhaps connived with some palace officials to murder the emperor. Tang Gaozong on the other hand, conspired with some powerful military generals and orchestrated a coup against his own brothers and killing them and forcing his own father to hand over to him imperial throne. Nevertheless, on the ground of their accomplishment, they can fit to be model of this proverb. Gaozu was able to curve out a new empire that has more regard to its citizens, unlike with its predecessor who was ruthless and oppressive. An empire that was willing to take on new economic challenges that brought stability, peace and prosperity to its citizens. These two Tang emperors must be credited in their efforts that has brought enormous prosperity, and respect to Chinese people all over Asia, and to the world and if making them heroes will be a compensation of their achievements for the Chinese society, then they were very much deserving of such compensation. They deserved to be model of the proverb.

Codes of Ethis on the case of Mr. E Professional Roles and Values Western Governor University State Regulations and Nursing Standards Nursing, as other medical profession, aims at helping and saving the life of other. As much as nurses and physician wants to intervene to prolong a patient life, it’s important to consider patient’s wishes. Ethically, intubating Mr. E without proper discussion and consideration of his wishes is against his living will. It’s a violation of Provision I of ANA Code of Ethics in respecting patient’s dignity.The nurse also fail to meet the Standards of Competent Performance based on California Code of Regulation, Article 4, code 1443. 5, which stated â€Å" [nurses] acts as the client’s advocate, as circumstances require, by initiating action to improve health care or to change decisions or activities which are against the interests or wishes of the client [†¦]† (p. 70) Implication. According to code 2. 1 †Å"Primacy of patient’s interest† from American Nurses Association, it’s the nurse’s commitment to respect the uniqueness of each patient, and respect patient’s wishes.Therefore, the nurse is responsible to seek for a solution if patient’s wishes are conflict with others (p. 5). Based on the above codes, the nurse in the scenario must inform Mr. Y about Mr. E’s wish. The nurse also need to assess Mr. Y understanding of risk and benefit of the procedure, so he would have all the neccesary information to make decision. Code of Ethics The Code of Ethics was developed by the American Nurses Association as a framework for ethical guideline. Although Mr. E is mentally challenge, he has his own feeling and perspective on his health status. Moreover, the patient’s mental condition when he signed Advance Directive and Power of Attorney is unclear; therefore, ignoring his wishes is a false assumption and an understatement to his decision-making capabality. As a nurse in this scenario, I would inform Mr. Y of his brother wish on Advance Directive. Ethics of Putting Patient on Ventilator. Putting Mr. E on ventilator based on the niece’s permission is unethical.The decision didnâ€⠄¢t make based on patient’s best interest due to Mr. Y unawareness of Advance Directive. In addition, the niece made the decision instead of Mr. Y; therefore, the patient’s Power of Attorney was not followed completely. As the nurse, I would call Mr. Y to explain the situation and the decision of his niece. I would also inform him of the patient’s wishes in the Advance Directive. As an advocate for patient, I would also bring up the patient’s wish to the physican’s attention, and discuss the need to inform both Mr. Y and his niece of the Advance Directive.Although Ms. H doesn’t have Power of Attorney, she plays a role in assisting Mr. Y decision-making since Mr. Y called her for suggestion. Ethics of Authorizing Ventilator. Mr. Y should considers his brother’s wish based on the Advance Directive. Mr. Y should also ask for the risks and benefits of putting his brother on ventilator. As his brother, Mr. Y would want to prolong his broth er’s life; however, Mr. Y should take in account of his brother’s desire, quality of life, and the extend of suffering. If Mr. Y doesn’t agree with the Advanced Directives, Mr.Y’s authorization is valid since the Advanced Directives is not fully completed. Analysis of Mr. E’s Advanced Directives Because of Mr. E mental health status, his capabality to make decision is unclear when he signed the Advanced Directives. Moreover, according to EmedicineHealth, â€Å"it’s important that the designated power of attorney knows and understands your [the patient] wishes† (Nabili, 2012). However, family member didn’t sign the Advance Directives, and the involvement of family is unclear. Thus, the appointed Power of Attorney may not know and understand the patient’s wish.The patient and family might not discuss patient’s decision. In addition, when the decision of Mr. Y conflicts with the decision of Mr. E in Advance Directive s, the situation becomes very complicated. HIPAA Aside from Mr. E complicated situation, there are major Health Insurance Portability and Accountability Act (HIPAA) violations in the scenario. The physician violated patient’s right to privacy protection by discuss his medical condition and situation to Ms. H in the waiting room, a public place. The information was disclosed to other patients, to Ms.H’s boyfriend, and other non-related health care staff. Moreover, discussing Mr. E condition to Ms. H should be questioning because Ms. H, although she’s the patient’s niece, is not the appointed power of attorney. One of the nurse role is advocate for paient. By not protecting patient’s privacy, a nurse also violate HIPAA. The nurse, although aware of the physician violation, did not intervene to protect Mr. E’s information. Therefore, she could be hold accountable for violation of HIPAA. In this scenario, a nurse commented on ignoring HIPAA.The nurse is not only violated patient’s privacy legally, but also ethically according to ANA Code of Ethics. Besides physician and nurse, the facility is also accountable for HIPAA violation, for the facility did not reinforce the importance of HIPAA with its staff and physician. Professional Conduct As the above paragraphs discuss, the nurse fails to conduct the standard of nursing by ignoring patient’s rights for privacy protection. By stating â€Å"forget it†¦no one pays attention to HIPAA anyway,† the nurse is at risk for violating HIPAA.Beside HIPAA, the cafeteria nurses fail to act as patient’s advocacy by stating â€Å" What difference does it makes? The guy’s got diabetes, ir retarded, and is already in a nursing home. † This nurse violated Provision I in Code of Ethics by ANA in which a nurse cares for patient with compassion and respect regardless of social and economical status, personal’s attribute, and nature of health problems (p. 1). Futhermore, lack of knowledge of Advance Directives is a misconduct of Provision II in Code of Ethics by not â€Å"primacy patient’s interest† and respect patient’s wishes.Steps. To avoid misconduct of professional standard, the nurse in this scenario should talk to the physician in private about disclosing patient information. The first reason is that the laissez-faire economists worked to educate people against the popular belief that the processes and devices introduced to save on labor were meant to create unemployment. The other reason it thrived was because they beat the authorities at their own game by addressing the problems above that the authorities had not been able to deal with.
